Inspection data for the FDA, BSMI, BAPHIQ and other authorities is held in one system, with e-invoice issuing and printing connected to it. After the order entry process was redesigned, the same team handles five times the order entry volume.

The problem
Day to day, an import inspection agency deals with the same shipment across different authorities, different form layouts and different required fields. Each authority's data was maintained separately, so the same shipment details were entered in several places.
- The same consignment was transcribed again for each authority, and order entry ran only as fast as someone could type.
- Data sat in several files and systems, so tracing the full history of one shipment meant pulling records together by hand.
- Issuing and printing invoices was a separate manual task with no link to the inspection data.
What we did
We rebuilt the data structure around a single consignment, so what each authority needs is derived from one master record.
- Inspection fields for the FDA, BSMI, BAPHIQ and other authorities were consolidated, and shared fields are entered once.
- Form rules and required-field checks are applied by authority, which cuts rejections and follow-up submissions.
- E-invoicing is connected, so invoices are issued and printed from the inspection data without re-entry.
- Case history is searchable, with the record of one shipment from order entry to closure on a single screen.
Results
The gain in administrative speed shows directly in how many consignments the team clears in the same time.
- Order entry volume rose about five times, and peak season no longer needs overtime.
- Invoices are issued and printed automatically, so accounting and inspection data match and manual checking drops.
- Data for all authorities is managed centrally, so lookups and handovers no longer rely on personal memory.

Constraints
The conditions that were fixed from the start. The trade-offs behind the approach only make sense once you know them.
The rules an import inspection agency works to are set by the authorities. What the system can change is the internal process, not the regulations.
- The FDA, BSMI and BAPHIQ each have their own form layouts and required fields. The system has to satisfy all of them, not only the fields they share.
- Those rules are revised, so fields and validation had to keep room for adjustment; otherwise every announcement would mean a new release.
- The format of an e-invoice is governed by tax regulation and can only be produced as prescribed.
- Peak season carried on during rollout, so the existing way of working had to remain usable until the new process was stable.
